POSITION SUMMARY:
This is a full time, exempt, permanent position that reports to the Executive Director. This position assures that the policies and procedures of ADTS represent actual practices, meet programmatic and regulatory needs and are carried out appropriately. The HR Director provides consultation to staff of the agency in implementing policies and procedures. This position is responsible for staff recruitment, training, records management and benefits administration. This position is also responsible for ensuring that ADTS’s human resources management complies with all federal, state and local regulations, including licensing requirements. The Executive Director, however, acts as The Arc’s Equal Employment Opportunity Officer.
ESSENTIAL JOB FUNCTIONS:
General
• Regularly reviews policies of ADTS to assure they are accurate and meet programmatic needs and regulatory standards. Develops new policies and revises exiting policies as needed for Board approval.
• Schedules New Employee Orientation, CPR/First Aid training, and other in-service education. Acts as a liaison between training personnel and the organization’s staff.
• Provides general information, counseling, forms and guidance to staff regarding employee benefits. Assists them as needed in completing necessary enrollment forms. Acts as liaison between the organization and the COBRA Benefits Coordinator, and the Benefits Directors Coordinator.
• Working with supervisory staff, develops and maintains current job descriptions for all positions.
• Maintains personnel records, ensuring that all information is current and in compliance with all required standards.
• Ensures that criminal background checks are completed as required by licensing.
• Composes and places recruitment ads in newspapers, other media, and internal postings. Coordinates recruitment and hiring activities.
• Pre-screens all job applicants by reviewing applications and forwarding those that meet the minimum requirements to the appropriate supervisor. Monitors applications through the hiring process, ensuring compliance with hiring policies and procedures. Assists with verifying references at the supervisor’s request.
• Prepares acknowledgement, rejection, and other human resource letters.
• Assists program supervisors in the proper implementation of personnel policies, providing education and technical assistance as necessary.
• Provides supervisors with timely notification when performance evaluations are due. Monitors the performance evaluation process, ensuring compliance with policies and procedures.
• Researches and advises supervisors of available training, seminars and other education opportunities for staff working to build a strong knowledgeable workforce. With the Director of QA/QI, develops and implements in-house training and staff certification programs.
• Identifies and assists in acquiring staff support and other outside services and resources.
• Conducts exit interviews and other staff interviews to determine level of staff satisfaction. Makes recommendations to the Executive Director for improvements based on the results of these interviews.
• Directs and supervises the work of the Personnel Coordinator.
• Performs other related duties as assigned by the Executive Director.
Compensation
• Assists with the monitoring of the company wage and salary structure and the variable pay systems within the company including bonuses and raises.
• Provides competitive market research and prepares pay studies to help establish pay practices and pay bands that help to recruit and retain superior staff.
• Provides payroll processing backup support. Partners with accounting and payroll to maintain the payroll data base.
• Participates in one salary survey per year.
Benefits
• Provides day-to-day benefits administration services. Assist employees with any claim issues.
• Develops and schedules benefits orientations and other benefits training.
• Administers the retirement plan and completes yearly compliance reporting.
• Administers disability and worker's compensation claims.
• Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
Law
• Complies with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth. Maintains minimal company exposure to lawsuits.
• Protects the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations.
Organization Development
• Assists with the carrying out of a company-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
• Assists with employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
• Helps monitor ADTS’s culture so that it supports the attainment of the ADTS's goals and promotes employee satisfaction.
• Assists with ADTS organization-wide activities including the training, environmental health and safety, culture and communications.
ESSENTIAL JOB REQUIREMENTS:
EDUCATION
Bachelor’s degree in Business, Psychology or related field, HR Professional Certification preferred, or commensurate experience.
EXPERIENCE
Three to five plus years of progressive leadership experience in Human Resources positions.
Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred.
Professional in Human Resources (PHR) certification preferred, not required.
REQUIRED SKILLS
• Strong organization and analytical skills
• Ability to pay attention to detail
• Ability to communicate well both orally and in writing
• Knowledge of Human Services and/or aging/disability service operations
• General knowledge of employment laws and practices.
• Experience in the administration of benefits and compensation programs and other Human Resources programs.
• Excellent computer skills in a Microsoft Windows environment. Must include Excel and demonstrated skills in database management and record keeping.
• Effective oral and written communication.
• Excellent interpersonal and coaching skills.
• Evidence of the practice of a high level of confidentiality.
